FACILITIES AND SERVICES
Activities
The community sponsors or supports many events and activities, including parties, games, shows and sales, lectures, and fitness classes. These may be free or may require the purchase of a ticket.
AED (Automated External Defibrillator)
The HOA maintains AEDs in the Lodge and Clubhouse for use by residents. All of the units are routinely maintained and tested.
Amenities
Amenities include the Lodge: gym, card room, billiards, theater, library, ballroom, gathering areas, swimming pool, spa, courtyard and barbecue grills; Clubhouse with meeting space and ping-pong tables; sports courts, including pickleball, tennis, and horseshoes; lake promenade; and 4 parks.
Assessments
For the year 2026, the monthly assessment is $280. The management company collects the assessments.
Common Area
Everything in the community that is NOT on a lot that contains a private residence is Common Area. This includes the Lodge and Clubhouse, pool, sports courts, parks, streets, lights, and other facilities. The Community Rules contain many of the specific rules that apply to appropriate use of the common area.

Exterior Changes to a Four Seasons at Westshore Home or Yard
Most any change to the exterior of a home, including landscaping, requires application to, and approval by, the Architectural Review Committee (ARC). Approval is required in advance of any work being done.
Fitness
The gym houses many fitness machines and equipment for use by residents. They are maintained under contract and periodically replaced or updated. Additionally, the community offers a variety of fitness classes.
Gates–Vehicles
Gates let vehicles enter the community. Drivers can use the keypad on each kiosk to type in their own code or use their remote control to open the gate at that location.
Gates–Pedestrian
Pedestrian gates at the vehicle entrances and along the Lake Promenade are kept locked to control entry by nonresidents.
Interest Groups
Residents may form interest groups focused on specific pursuits, such as a sport, hobby, or travel. Most interest groups are open to all residents of the community.
Key Cards and Gate Access
For community security, each home has its own code for vehicle gate access and its own key cards to access the Lodge and Clubhouse.
Maintenance Problem in the Common Area
Management handles problems in the Common Area that need immediate maintenance, such as broken irrigation or gate malfunction, or a fallen tree limb.
Management
The Association contracts with Association Management Concepts (AMC) to professionally manage the community. On-site management staff support local facilities, lifestyle activities, compliance, and administrative services.
Noncompliance Reporting
On behalf of the Association, Management is responsible for inspecting the community for violations of the rules.
Security Services
A security service patrols the neighborhood overnight and is available during the day.
Vehicular and Parking Regulations
See the “Community Rules” for complete details about resident parking. The following are common situations.
- No resident parking is allowed on the street overnight.
- Residents must use their garage as the primary parking location for their vehicles.
- Provided that garage parking bays are first used for vehicle parking, residents may also park vehicles on their driveway.
- If the number of vehicles exceeds the number of parking spaces on the lot, contact Management for options.
- Vehicles belonging to vendors or service providers may park on the street during the time their owner(s) are performing services at the home.
- Overnight street parking is not permitted, except for occasional guests.
- Guest vehicles may be parked overnight on the street ONLY after all private residential parking spaces (garages and driveways) are used. Guest street parking is limited to seven (7) nights and guests parking on the street must display a guest parking pass in their vehicle.
- Guest passes may not be used by residents as a substitute for regular parking.
- Vehicles found in violation of the Association’s Vehicular and Parking Regulations may be subject to enforcement, including towing, in accordance with the Community Rules.
Visitors
A resident must always accompany their guest(s) when using the common area amenities. Nonresidents under the age of 55 may stay with an owner for a maximum of 60 days in a year. Visitors have different parking rules.
Websites
Two websites service Four Seasons at Westshore residents: one that focuses on a resident’s specific home and another focusing on the community as a whole (fourseasonswestshore.com).
Wi-Fi
Free Wi-Fi is available for residents using the Lodge or Clubhouse.
Yard Maintenance
The HOA is responsible for all front yard landscaping maintenance. It contracts with a company that manages the irrigation, mows lawns, trims plants, manages weeds and other tasks.
GOVERNANCE
Board of Directors
The Association is governed by a membership-elected, volunteer Board of Directors empowered to exercise all duties necessary and appropriate for administration of the Association’s affairs. The Board sets the direction and policies for the community and Management implements the Board’s decisions.
Board Meetings
Open board meetings are held in the Lodge monthly and are also broadcast on Zoom.
Board Officers
Officers of the Association are President, Vice-President, Secretary, and Treasurer, all of whom are members of the Board of Directors. The Bylaws describe the duties of each officer.
Committees
Committees of resident volunteers assist the Board and make recommendations to the Board about topics within their purview. The following committees have been established:
- Architectural Review Committee handles requests for exterior changes to a home.
- Events Committee organizes community social events.
- Facilities and Maintenance Committee monitors the facilities.
- Finance Committee monitors HOA finances and drafts the annual budget.
- Landscape Committee monitors the status of the landscaping in the community.
- Lake Oversight Committee coordinates with Westshore HOA on lake issues.
- The Board also sets up short-term committees for specific purposes.
Architectural Review Committee (ARC)
The ARC reviews applications for exterior changes to a home and decides whether the application will be approved.
Governing Documents
Governing documents of the HOA describe the required internal operations, as well as restrictions on use of the common area and an owner’s private property.
Buyers receive a copy of these governing documents when purchasing a home. Renters also must receive a copy.
The following are the most commonly used governing documents.
Bylaws
The Four Seasons at Westshore Community Association was formed as a nonprofit mutual benefit corporation under California law. Bylaws (adopted 2022) dictate the internal operations of the HOA, focusing on the “how-to” of administration. They cover board elections, meeting procedures, voting rights, and officer duties, and similar items, to ensure consistent, accountable community management.
CC&Rs
CC&Rs (adopted 2022 and sometimes called “the Declaration”) contain legally binding rules recorded with each property deed. They define owner obligations, aimed at maintaining property values. They also define the Association’s common area, easements, use restrictions, right to collect assessments and create liens, and means to enforce the provisions.
Architectural Rules
The Architectural Rules (adopted 2019 and republished as rules are updated) guide owners in making changes to the exterior of their home. Most changes must be approved in advance by the Association’s Architectural Review Committee (ARC). Rules describe what changes are allowed and what they need to look like; where the changes are allowed; when applying to ARC is required; and what is needed for an application.
Community Rules
Community Rules (adopted 2023) are the operating rules for the community, covering such topics as parking, pets, noise, use of facilities, rentals, signs, and more. These rules are enforced through fines and other penalties, as described in the rules.
